Children with overseas roots and their Japanese language learning needs

The number of children with roots overseas who need to learn Japanese is increasing every year. According to the "Survey on Acceptance of Children in Need of Japanese Language Instruction (FY2021)" released by the Ministry of Education, Culture, Sports, Science and Technology in March 2022, the number of children in need of Japanese language instruction was 58,353, up 7,227 (14.1%) from the same survey three years earlier According to the "Japanese-Language Education Center of Japan," the number of children who need Japanese-language instruction is 58,353, an increase of 7,227 (up 14.1%) from three years ago. Of these, 47,627 are foreign nationals, up 6,872 (16.9%) from the previous survey, and 10,726 are Japanese nationals, up 355 (3.4%) from the previous survey.
This is due to the increase in the number of students whose native language is not Japanese as a result of the active acceptance of foreign workers. In addition, there are cases where students who have lived in Japan for many years but do not use Japanese at home have difficulties with the Japanese language, even though they are Japanese citizens.
In response to this situation, the Law for the Promotion of Japanese Language Education will be enforced in 2019, and the system is being strengthened to support Japanese language learning in elementary and junior high schools, especially from the early stages. However, the range of Japanese-language materials provided for students is limited, and there is not enough teacher staffing for those who teach them.
